Dr Jammal holds a Master’s degree from the Polytechnic Institute of Technology in France (INPG), PhD in electrical engineering from Claude Bernard University in France in 1987, and the degree of eligibility in scientific research management (HDR) from the same university in 1994. Dr Jammal served as a Director General of Higher Education in Lebanon from 2002 to 2019 and was responsible for the private higher education sector in Lebanon, where he spread the culture of quality in higher education and established regulatory frameworks. He took part in developing many guidelines in the field of standards and indicators for quality assurance and accreditation for higher education institutions and its programs within Arab and European projects. He also participated as an external reviewer in international bodies in Europe.

Dr Jammal was a member of the Board of Directors of the Arab Network for Quality Assurance in Higher Education (ANQAHE) for several years, as well as the Quality Assurance and Accreditation Council of the Association of Arab Universities (AArU). He is also member of the leadership advisory board of the center for learning innovations & customized knowledge solutions in (CLICKS).

Dr Jammal worked as a consultant in the higher education sector and has extensive experience in strategic planning, recognition, curriculum development, bylaws and policies, and the standards and indicators to ensure quality in higher education.

Dr Jammal held the position of Professor of Power Electronics, Electrical Machines and Speed Drives at Claude Bernard – Lyon University I in France from 1988 to 1996, Lebanese University and Saint Joseph University from 1996 to 2019, teaching Electrical systems, programming languages, operating systems and Physics courses. He has been an IEEE senior member since 1990.

Dr Jammal supervised master’s and doctoral students in France and Lebanon and published many research papers in international scientific journals and conferences with more than 475 citations. He is a reviewer in many Scopus international scientific journals in the field of electrical engineering and renewable energy.
